全面依法治國(guó)

依法治國(guó)是中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)人民治理國(guó)家的基本方略。2014年10月20日至23日召開的中共十八屆四中全會(huì)，作出了“全面推進(jìn)依法治國(guó)” 的新部署。它的總目標(biāo)是：建設(shè)中國(guó)特色社會(huì)主義法治體系，建設(shè)社會(huì)主義法治國(guó)家。為實(shí)現(xiàn)這一目標(biāo)，需要形成完備的法律規(guī)范體系、高效的 法治實(shí)施體系、嚴(yán)密的法治監(jiān)督體系、有力的法治保障體系，以及完善的黨內(nèi)法規(guī)體系。在全面推進(jìn)依法治國(guó)進(jìn)程中，要堅(jiān)持依法治國(guó)、依法執(zhí)政、依法行政共同推進(jìn)，堅(jiān)持法治國(guó)家、法治政府、法治社會(huì)一體建設(shè)，實(shí)現(xiàn)科學(xué)立法、嚴(yán)格執(zhí) 法、公正司法、全民守法。當(dāng)前，中國(guó)面對(duì)的改革發(fā)展穩(wěn)定任務(wù)之重前所未有，矛盾風(fēng)險(xiǎn)挑戰(zhàn)之多前所未有，比以往任何時(shí)候都更加需要運(yùn)用法治思維和法治方式開展工作、解決問題，更好發(fā)揮法治的引領(lǐng)和規(guī)范作用。因此，全面依法治國(guó)是全面建成小康社會(huì)的迫切需要，也是全面深化改革、全面從嚴(yán)治黨的迫切需要。

A Comprehensive Framework for Promoting the Rule of Law

Promoting the rule of law is one of the fundamental pillars underpinning the CPC’s national governance strategy that emphasizes the ownership role of the people. At its fourth plenary session held from October 20 to 23, 2014, the 18th CPC Central Committee rolled out a series of new initiatives to this end. The overall goal of these initiatives is to build the rule of law characteristic of Chinese socialism. To realize this goal it is vital to develop a sound legal system, buttressed by efficient and effective enforcement, oversight and support mechanisms, together with an effective intra-Party system of discipline and rules. The comprehensive process of promoting the rule of law should focus on ensuring that our Constitution and laws are fully complied with in national governance and in the exercise of political and executive power. Coordinated efforts should be made to strengthen our legal system and legal awareness throughout the country, at all levels of the government and in all sectors of society, so as to ensure the rationality of our legislative process, strict enforcement of and universal adherence to all laws, and impartial administration of justice. In view of the fact that China is currently faced with unprecedented challenges of moving forward with further reform, and ensuring development and stability, a ruleof-law culture has become more important than ever before in guiding our work and our thinking in approaching problems. Promoting the rule of law is therefore essential to realizing the country’s goals of building a moderately well-off society and furthering reform, and to the CPC’s efforts to strengthen discipline among its members.
