It upholds the centrality of the people and the concept that everyone is equal before the law; it requires the integration of rule of law and rule by virtue; it demands that a law-based socialist country be developed based on China's actual conditions – one where legislation is scientific, law enforcement is strict, the judiciary is impartial, and the people are law-abiding. 

Continuing to take the path of law-based governance under Chinese socialism is necessitated by China's socialist system, and it is based on a fundamental conclusion reached by the CPC after in-depth review of both the positive and negative experiences of establishing socialist law-based governance.
