"Tigers" are leading officials, especially high-ranking ones, who violate laws and Party discipline. "Flies" are local grassroots-level officials who do likewise. To persist in striking against both means to continue investigating cases of violations by leading officials on the one hand, and to put an end to the inappropriate behavior and corruption which affects peoples in their daily lives on the other.

The CPC is firm in its resolve to fight corruption. Without exception and regardless of how high their position, no one will be immune from investigation, and violators will be heavily punished for any contravention of laws and Party discipline. The CPC will keep up the pressure against corruption, investigating every case and punishing all corruption. It will continue its fight against corruption with zero tolerance.
