五大發(fā)展理念

2015年10月26日至29日，中共十八屆五中全會(huì)，首次提出了“創(chuàng)新、協(xié)調(diào)、綠色、開放、共享”的五大發(fā)展理念。發(fā)展是一個(gè)不斷變化的進(jìn)程，發(fā)展環(huán)境不會(huì)一成不變，發(fā)展條件不會(huì)一成不變，發(fā)展理念自然也不會(huì)一成不變。創(chuàng)新、協(xié)調(diào)、綠色、開放、共享的發(fā)展理念不是憑空得來(lái)的，而是在深刻總結(jié)國(guó)內(nèi)外發(fā)展經(jīng)驗(yàn)教訓(xùn)、分析國(guó)內(nèi)外發(fā)展大勢(shì)的基礎(chǔ)上形成的，也是針對(duì)我國(guó)發(fā)展中的突出矛盾和問(wèn)題提出來(lái)的，集中反映了中國(guó)共產(chǎn)黨對(duì)我國(guó)發(fā)展規(guī)律的新認(rèn)識(shí)。新發(fā)展理念，深刻揭示了實(shí)現(xiàn)更高質(zhì)量、更有效率、更加公平、更可持續(xù)發(fā)展的必由之路，是關(guān)系我國(guó)發(fā)展全局的一場(chǎng)深刻變革。創(chuàng)新發(fā)展注重的是解決中國(guó)發(fā)展的動(dòng)力問(wèn)題，協(xié)調(diào)發(fā)展注重的是解決中國(guó)發(fā)展中的不平衡問(wèn)題，綠色發(fā)展注重的是解決人與自然和諧相處的問(wèn)題，開放發(fā)展注重的是解決中國(guó)發(fā)展內(nèi)外聯(lián)動(dòng)的問(wèn)題，共享發(fā)展注重的是解決社會(huì)公平正義問(wèn)題。

五大發(fā)展理念，集中體現(xiàn)了中國(guó)“十三五”乃至更長(zhǎng)時(shí)期的發(fā)展思路、發(fā)展方向、發(fā)展著力點(diǎn)，是管全局、管根本、管長(zhǎng)遠(yuǎn)的導(dǎo)向。五大發(fā)展理念相互貫通、相互促進(jìn)，是具有內(nèi)在聯(lián)系的集合體，哪一個(gè)發(fā)展理念貫徹不到位，發(fā)展進(jìn)程都會(huì)受到影響。

Five Concepts for Development

At its fifth plenary session from October 26 to 29, 2015, the 18th CPC Central Committee called for "development that is innovative, coordinated, green, open, and inclusive". Development as a process is evolving, and so are the environment, conditions and concept for development. These concepts for development did not emerge from thin air. They are based on thorough reviews of development experiences at home and abroad, and also an assessment of the major trends in development. They were developed in response to prominent conflicts and issues in China's development and embody the CPC's deeper understanding of the laws of development. 

The five new concepts represent a profound transformation in the way China pursues its development as they present a path that China must take to achieve a development that is effective, efficient, fair, and sustainable. Innovative development focuses on developing new drivers for China's development; coordinated development addresses imbalances in development; green development highlights the importance of harmony between man and nature; open development means pursuing development in the context of a closer relationship with the rest of the world; and inclusive development is aimed at promoting social equity and justice. 

The five concepts for development, in a very succinct manner, present the theories, course of action, and priorities for China's development in the 13th Five-year Plan period, and for many years to come, They will serve as guide to China as it pursues development in all respects with its fundamental and long-term goals. The five concepts form an integral whole with mutually complementing components, and the development process would suffer serious harm if any of them is not properly managed.
